Maybe they're doing the cliche that love is enough and so she was happy to live in poverty with her true love. Maybe Cora even knew that and knew that her mother sacrificed a great deal for love and that's why she was so adamant that love was a weakness. Given that Rumple loved her and so she could have had power and love there has to be a reason that she decided to live most of her life completely heartless.
No, if she'd had magic and the skill to use it as part of her genetic makeup, she wouldn't have had to connive her way into the ball -- nor would Ava have been able to humiliate her in public. She'd have made short work of Ava in the square and simply zapped her way into the ball.I disagree with that. We know for a fact that Emma has very powerful magic as part of her genetic makeup but she has rarely ever used it pre-Neverland since she didn't know how. If Cora and Regina had magic in their DNA they still needed to be aware of this and then to have some idea of how to use it in order to make it work.
