Given a recent report from the New York Post stating the Egypt had been blacklisted due to the assault of reporter Lara Logan and Phil also stated Afghanistan was a blacklisted destination, it has brought up a topic on which countries that TAR will not visit anytime soon due to one reason or another...
My guess that these following countries/entities (other than Egypt and Afghanistan) that TAR won't visit for now...
North Korea, Cuba, Zimbabwe, Yemen, Pakistan, Iran, Iraq, Syria, Bahrain, Libya, Mexico, Colombia, Venezuela, Myanmar, Somalia, Somaliland, Eritrea, Bhutan, Turkmenistan, Saudi Arabia, Israel/West Bank/Gaza, Western Sahara, Belarus, Transnistria and Western Sahara
There may be others that I didn't list (Cyprus and Lebanon for example) because of uncertainty, but those are probably stable enough to visit by TAR.
Hopefully sooner or later, the situation changes for the better in those countries (eg Syria) since they do have sights of their own that would be worthy of a TAR visit.

I really would love for them to go to Jerusalem some day, for a variety of reasons - it would mean things had stabilized somewhat, and the city has so many gorgeous, fascinating sites, and they've spent a fair amount of time in primarily Muslim countries in the region, so it would be nice to see the Racers deal with the cultural mixture of Jerusalem.
Cuba could happen, now that ties are being slowly but surely 'normalized'. And I'd love to see that, too. ("In this detour, teams must choose between two time-honored aspects of manufacturing rum - Sugar or Still. In Sugar they must harvest a patch of sugar cane in the unforgiving tropical sun, under the equally unforgiving eye of a field foreman. Once they've cleared their patch, he'll give them their clue. In Still, teams will assemble an old-fashioned still, and use it to generate five liters of liquid from harvested sugar cane. Once they've filled all five containers, they'll get their clue!")

Philippines - I would love for them to come back in that wonderful country someday. I feel like the recent abductions of American citizens and the massacres happened caused fear to the TAR crew & executives.
