I was drawing a blank on the topic title, that was the best I could come up with, but I have to give accolades to my favorite minor character: Cerie.
On the surface, she seems to be a stereotypical dumb blonde but after a while (specifically after the Cypress comment), it's more like she's rather intelligent, she just doesn't know anything about the medium in which she works, nor does she care to. Or about what people think about her, hence the outlandish and inappropriate outfits she wears to work.
(I'm assuming this will eventually be moved to the Rocketeers forum.)

I don't know... in her case, I might go along with the "dumb" after all. I recall the immortal exchange:
Liz: Um, you need to wear a bra.
Cerie: Oh, no, I... I don't, actually. They kinda just stay up on their own.
Liz: Um yeah, okay. What I'm saying is you need to wear a bra to work if you wanna be taken seriously in this business.
Cerie: Oh, but I don't actually wanna work in television. Careerwise, I'm just gonna marry rich and design handbags.

Or the sunglasses that change color to match the charge of her iPod's battery.
But on the other hand, she totally knew what the guys were up to when they sent her and Kenneth out together on a late-night snack run.

I'd chalk those up to "tragically trendy."
And marrying rich and designing handbags isn't such a dumb idea. I wish I'd thought of that. (You don't even have to be good at it.

I don't consider Cerie to be a character but more of a way for Tina (and the writers) to make fun of the bad girls of Hollywood. And, hey, that's not a bad thing, I applaud that.

I watched the unaired pilot and there was another girl playing Cerie. She was awful! I'm glad they got a new girl to play her.

Is the actress playing Cerie going out with B.J. Novak? She wasn't sitting with the 30 Rock crew, but with him.

She is okay as a minor character, but I think I would be kinda annoyed if she got more screen time. But she has had some really funny lines.

Intrigued as to why Cerie, Josh and Toofer are being bumped to full cast members for the next season. Toofer for the interplay with Tracy and Josh so that all three "cast" members are on the cast, but Cerie?
Oh, and please tell me I'm not the last person to get the Survivor Panama Exile Island crossover from the Valentines episode last season?

Hee, you mean that her boyfriend's name is Aras? It took seeing the episode several times for me to make the connection, but the payoff was worth it--I nearly choked on my popcorn.

Cerie was a lovable black nurse in her late 30's. (laughably afraid of leaves) She basically ran the game strategically. Many hoped she would win that season but she was ousted at the final 4 by losing a fire tie-breaker. Her chief ally was Aras, a twentysomething yoga instructor who ended up winning the season. There was nothing romantic between them though.

As for Cerie getting bumped up to series regular--it doesn't necessarily mean more screentime. Scott Adsit is a regular and he apparently wasn't in two episodes (I'm citing wikipedia here). Point being, it might have been better contract-wise to have her as a regular than as a recurring character. Also coming from wiki, Katrina Bowden apparently was going to be on One Life to Live, but bowed out to do 30 Rock (well played, young lady). So a regular contract might be there to prevent something similar happening. I don't know. My only concern is how this will affect the title sequence.

Sometimes people get main-title mention so they don't have to be given a raise, or something like that. Or it may mean that the show's become popular and familiar enough that the audience enjoys seeing all its favorites during the title sequene. (Actually, title-credits, especially with pictures, are pretty doggone rare these days, aren't they?)

Have you considered slipping in with the group of 30 Rock people? If questioned, identify yourself as "Girl Writer".
Every time I see Katrina, I mentally place her in the "Marcia" timeline, with Maureen McCormick to the far left, Christine Taylor in the middle, then Our Cerie on the right, looking fresh.

There's a new Kenneth The Web Page bit up at the official site where Kenneth helps Cerie pick out a Halloween costume. I found the entire bit lackluster and unfunny, except Cerie's "I'm Sexy Liz Lemon" bit.
